投标人应具备的资格或业绩：
1）对制造商资格要求：具备投标货物的生产经验和能力，保证对该货物具有合法的完全的所有权、知识产权，投标设备成熟可靠。
2）业绩要求：投标人须提供投标产品同品牌同类型产品在2016年至今的销售业绩不低于15台套（并附销售合同扫描件）且提供用户提供的至少15台（套）年掘进6000米以上（其中五个月月均进尺达到800米及以上）投标产品或同类型产品原件或其复印件。
3）对代理商的资格要求：提供制造商出具的授权书原件。（格式见第一册第四章 IV-9-4）
4）财务要求：制造商应提供过去三年经审计的财务报表（包括资产负债表、损益表和现金流量表），其中最近三年的年营业额不得低于本次投标金额的五倍。
5）资信证明：提供投标人银行在开标日前三个月内开具的资信证明原件（不接受银行存款证明）或复印件。
6）投标人没有处于被责令停业、财产被接管、冻结、破产状态。
7）设备入井前必须提供《煤矿安全标志证书（MA）》

Qualifications or Performance：
1.For manufacturer: To have capability and experience for manufacturing bidding equipment and the relevant equipment, ensure that the goods have full legal ownership of intellectual property rights, the equipment should safe and reliable.
2.Performance requirements: the bidder shall provide no less than 15 sets of sales performance of products with same brand and type from 2016 to the present (with scanning copy of sales contract attached), and also at least 15 sets’ original or copy of the certificates of the bidding products with annual driving of more than 6000 meters (the monthly average footage of five months reached 800 meters or above) provided by the user.
3. If the Bidder is an agent, the bidder should also present the original letter of authorization from the manufacturer. (format as per Section 4 Form IV-9-4).
4. Requirements for finance: The manufacturer shall provide the last three years’ audited financial statements (incl. balance sheet, profit and loss statement and statement of cash flow). The annual trade turnover of the last three years is not less than five times of the bidding price.
5. The bidder is required to provide the original/duplicated bank reference letter issued by their deposit banks within three months before the time of bid opening (Bank deposit certification will not be accepted).
6. The bidder is not in a state of be ordered to close up shop, the property be taken over, freeze, gone bankrupt.
7. The bidder must provide the Chinese coal mine safety certification mark and the "MA" identification card before equipment moving into the mine.
